Linus Torvalds fcc79e1714 Networking changes for 6.13.
The most significant set of changes is the per netns RTNL. The new
 behavior is disabled by default, regression risk should be contained.
 
 Notably the new config knob PTP_1588_CLOCK_VMCLOCK will inherit its
