In the !CONFIG_GENERIC_CMOS_UPDATE case the update_persistent_clock64() function gets defined as a stub in ntp.c - make the prototype in <linux/timekeeping.h> conditional on CONFIG_GENERIC_CMOS_UPDATE as well.
